The San Dieguito River Park JPA has published for public review a draft Mitigated Negative Declaration and Initial Study for the Pamo Valley segment of the Coast to Crest Trail, in compliance with the California Environmental Quality Act (CEQA). These reports document the potential environmental effects and project mitigation measures for the construction of a proposed 3-mile long segment of the Coast to Crest Trail in Pamo Valley near Ramona. The MND and Initial Study are available for review and download here. The JPA Board of Directors plans to consider the project and CEQA findings at their meeting on May 20, 2016. The proposed Pamo trail segment would connect two segments of existing Forest Service trails  – the Lower Santa Ysabel Truck Trail and Upper Santa Ysabel Truck Trail – to complete 12.85 miles of the regional multi-use Coast to Crest Trail. This trail is identified in the San Dieguito River Park Concept Plan and the County of San Diego’s Regional Trails Plan. The proposed trail alignment is adjacent to Pamo Road on land owned by the City of San Diego Public Utilities and is surrounded by the Cleveland National Forest. The project also includes two trail staging areas. More details regarding the proposed trail alignment are included in the project Initial Study.
